Businesses using WhatsApp Business Platform, the official WhatsApp API, need to pay closer attention to how many messages they send and how they communicate with customers. Since October 1, 2026, service messages sent during the 24-hour customer service window are charged after a monthly free allowance.
Each business number has 1,000 free service messages per month. After that, the reference rate for recipients in Brazil is R$0.035 per message delivered. Utility templates sent during the support window also incur charges. Marketing messages follow at a higher rate. The rules and values must be checked in the Meta rate card before planning expenses.
- The change addresses the WhatsApp Business Platform/API, used in integrations, CRMs and automations.
- The 24-hour service window continues to exist.
- Meta charging considers messages delivered, recipient category and market.
First: Has WhatsApp Business become paid?
It is not correct to say that the WhatsApp Business application, used directly on cell phones by small businesses, started charging for each conversation. This article deals with the WhatsApp Business Platform/API, official infrastructure used to connect WhatsApp to CRMs, customer service systems, chatbots, automations and operations with multiple agents.
The platform pricing page explains that charging occurs per message delivered, depending on the category and market of the recipient.
What changed on October 1, 2026?
- Service messages sent via the API will be charged after the monthly allowance.
- Each business number receives 1,000 free service messages per month; the 1,001st will be charged.
- Utility templates submitted within the 24-hour window will also incur a charge.
Until September 30, service messages were free without this monthly limit. The change is described in Meta's pricing documentation and in the survey of the October rate card carried out by WizeBot.
Is the 24-hour window over?
No. When a customer sends a message, a 24-hour customer service window opens from their most recent message. During that window, a business may send free-form replies without an approved template. The WhatsApp Business Messaging Policy maintain this rule.
What changes is the cost of these responses through the official platform: after 1,000 free service messages per month for that number, each message delivered may incur a charge.
What is a service message?
It is a free-form reply sent by a business during a customer-initiated conversation. For example, a customer asks whether a product is available and the business replies, “Yes, it is. Which model are you looking for?”
A salesperson, support agent, chatbot, automation, or third-party AI can send the reply. The channel and message category matter more than who or what typed it.
How many messages remain free?
The monthly free allowance is 1,000 service messages per business number per month. That does not mean 1,000 customers or 1,000 conversations. Five separate message bubbles sent to one customer count as five messages. According to the platform pricing material, unused messages are not carried over to the next month.
How much does the official WhatsApp API cost in Brazil?
These are the reference values in reais for messages delivered to recipients in Brazil, according to the rate card released for October 1, 2026:
| Category | Rate per delivered message |
|---|---|
| Service | R$ 0.0350 after the free allowance |
| Utility | R$ 0.0350 |
| Authentication | R$ 0.0350 |
| Marketing | R$ 0.3217 |
These are Meta's rates. Your CRM or provider may also charge subscription, AI, or other fees. Volume discounts may apply to some categories. Always check the official rate card and the charge displayed on your account.
Cost example
If a business number sends 2,500 service messages in one month, the first 1,000 are covered by the free allowance. The remaining 1,500 are chargeable. At R$ 0.035 each, Meta's service-message charge would be R$ 52.50 . This example excludes CRM or provider fees.
What are utility messages?
These are messages related to customer actions or transactions, such as order confirmation, delivery status, appointment reminder, payment update, or reservation confirmation. Utility templates sent within the service window were exempt; From October 1st, they will also be charged. The base rate indicated for Brazil is approximately R$0.035 per message delivered.
What about marketing messages?
Promotions, offers, launches, coupons, commercial recommendations, campaigns and re-engagement can be classified as marketing. For recipients in Brazil, the reference rate is R$0.3217 per message delivered. A thousand marketing messages, at this rate, add up to around R$321.70 in Meta charges.
Sending campaigns indiscriminately to the entire base can harm relationships and increase costs. The final classification of each template depends on the platform's rules.
Does the customer pay to send a message to the company?
Not by this rule. The charge discussed here concerns messages that the company sends via the WhatsApp Business Platform. The message received from the customer does not consume the company's service allowance.
Ads that link to WhatsApp continue to have an advantage
The Free Entry Point can exempt messages during a special window when the customer initiates contact through certain ads that link to WhatsApp or a button on a Facebook page. A public pricing page reports a 72-hour window, subject to program conditions. Because these rules may change, confirm the most recent technical documentation before using them in a financial projection.
Is it worth using an unofficial API to avoid being charged?
The risk of unauthorized integrations already existed before this change. WhatsApp restricts forms of access and automation that violate its terms. Saving a few cents per message can put your company's business number at risk.
Depending on the breach, WhatsApp may limit or terminate access. Consult the WhatsApp Business Terms and the messaging policy when choosing an integration.
Does using the official API mean my number will never be blocked?
No. An official integration reduces the risk associated with unauthorized tools, but businesses still need to follow WhatsApp's policies. They must have appropriate permission to contact users and honor requests to stop receiving messages. Spam, unsolicited messages, reports, and excessive negative feedback can lead to restrictions. The official policy provides for limiting or removing access in the event of a violation.
Why does this change make CRM even more important?
When each message can represent a cost, the question becomes: Who is it worth sending this message to?
A company that only keeps phone numbers knows little about what each customer ordered, purchased or showed interest in. It often ends up sending the same campaign to everyone and waiting for a response.
A company with contacts organized in a CRM can consider the lead's origin, conversation history, funnel stage, interests and pending tasks. Communication gains context. This helps avoid irrelevant messages and overlooked opportunities.
The goal is not to stop talking to customers to save money. It's about sending the right message, to the right person, at the right time: a follow-up after a quote, a useful after-sales service or an offer linked to a real interest.
Long messages or several message bubbles: why it matters
Responses fragmented into “Hi!”, “How are you?”, “Yes we do” and “What size are you looking for?” may result in multiple messages delivered. In operations with thousands of conversations, this habit can affect the cost. Organizing a clear response in fewer balloons does not mean roboticizing the service; It means taking care of quality and efficiency.
What should your company review now?
- Measure how many messages you send per month and by category.
- Identify the volume of service messages by business number.
- Check the payment method and billing of the account.
- Review automations that trigger unnecessary messages.
- Observe whether the team fragments responses unnecessarily.
- Organize leads and customers within a CRM.
- Avoid indiscriminate campaigns.
- Have clear consent and opt-out processes.
- Use authorized integrations.
- Follow updates on the Meta rate card.
How CRMiner works with WhatsApp
At CRMiner, we are integrating WhatsApp through the official API and connecting conversations to the information the company maintains about each lead and customer. The proposal is that service is not isolated from history, commercial steps, tasks, follow-ups, automations and artificial intelligence with context.
With the new charge, the question is no longer just how many messages a company can send. It becomes how many of them actually make sense.
Conclusion
The change on October 1, 2026 does not mean the end of WhatsApp as a service, sales and relationship channel. Companies that use the official API, however, need to watch what they send, to whom, why and at what time. CRM, data and processes now have a direct impact on the efficiency of this operation.

Sources consulted on October 1, 2026.
